Seasus has built and now maintains an Enhanced Background Check System for Aviation Security Malta (AVSEC), the regulating body for aviation security within the Ministry for Home Affairs, Security, Reforms and Equality, based at Malta International Airport.
Anyone working in or around aviation, from crew issued with an airport identification card to security managers, screeners and anyone with unsupervised access to cargo, sensitive systems or sensitive documentation, must undergo an enhanced background check, repeated every twelve months for as long as they hold the role. Amendments to EU Regulation 2015/1998 widened who this applies to, and AVSEC expected the number of enhanced checks to rise from around 2,000 a year to more than 9,000, a volume the previous, largely manual process could not keep up with without risking checks lapsing past their statutory renewal window.
The system Seasus delivered gives each employer a secure online application for its staff, routes every submission through AVSEC for verification, and then out to the Police Department's vetting units in parallel. Each unit marks an application green or red; anything red escalates to a Police Superintendent for review, and, if still unresolved, on to an AVSEC administrator for a final decision. Applications that clear every stage are marked valid and automatically queued for re-vetting as their twelve-month renewal approaches, so the clock never needs to be tracked by hand.
The platform was built and commissioned in twelve weeks and is hosted on Malta Information Technology Agency (MITA) infrastructure. Seasus continues to provide maintenance and support, keeping the system aligned with AVSEC's evolving regulatory requirements.
