Seasus has redeveloped the online application used by the Department of Justice to process requests for Criminal Conduct Certificates, replacing the previous kondotti.gov.mt service with a new public-facing application and a back-office system for the Department's own staff.
A Criminal Conduct Certificate is the standard proof of a clean (or not) criminal record required for employment, licensing and a range of other purposes in Malta. Before this project, both Maltese residents and applicants living abroad relied on an older version of the kondotti.gov.mt site to request one; Seasus was engaged to analyse that process end to end and rebuild it on current technology.
The new public application lets both Maltese and foreign applicants request their certificate entirely online, choosing to collect it in person or receive it by post, with automated checks against ID card expiry replacing manual verification steps that previously led to avoidable rejections. The accompanying back-office application gives Department of Justice staff a modern interface for processing, tracking and reporting on applications as they move through the system, alongside up to five dashboards for statistics and progress monitoring.
The build integrates with Malta's Government Shared Services, including eID, eIDAS, the Government Payment Gateway, the Notifications Portal, the Citizen Portal and Active Directory/B2C, and was delivered to the Web Content Accessibility Guidelines 2.1 Level AA standard in both Maltese and English, with a fully responsive, cross-browser layout.
Seasus also delivered instructor-led training and video tutorials for Department of Justice staff and the public, and now provides three years of maintenance and support alongside a pool of hours reserved for future enhancements as the service evolves.
